Governance Strategies for Artificial Intelligence within the Framework of Digital Islamic Sciences: Qur’anic Principles and Requirements

Abstract
This article examines governance strategies for artificial intelligence within the context of digital Islamic sciences and, by emphasizing Qur’anic principles and requirements, proposes a comprehensive framework for policy-making and guiding this technology. In light of the profound transformations of the digital age and the growing role of AI in shaping human societies, the need to formulate theoretical and practical models grounded in religious and ethical values has become increasingly evident. The primary concern of this research is to identify key Qur’anic principles that can serve as a foundation for AI governance in the field of digital Islamic sciences. Employing a descriptive–analytical approach, the study first extracts relevant values and principles from Qur’anic verses and authoritative exegetical sources. It then surveys existing literature on governance of emerging technologies—particularly artificial intelligence—to identify current challenges in this domain. Ultimately, through synthesizing findings from both stages, the research presents an innovative framework for AI governance grounded in Qur’anic principles. The results indicate that principles such as justice, transparency, accountability, preservation of human dignity, and balance in the use of technology constitute fundamental requirements in this context. Additionally, the study addresses challenges including misuse of AI, violation of privacy, and threats to human autonomy, and offers practical recommendations for policy-making consistent with Islamic values. This research may serve as a foundation for the development of digital Islamic sciences and the formulation of practical guidelines for the ethical utilization of AI from a Qur’anic perspective.
