Challenges and Opportunities of Smart Governance in the Islamic Republic of Iran with an Emphasis on Digital Humanities.

Abstract
Rapid technological developments and the expanding applications of digital humanities have transformed governance patterns globally. In the Islamic Republic of Iran, despite possessing technical capacities and infrastructural resources, the systematic utilization of these technologies for achieving smart governance still faces significant challenges and limitations. The main issue of this study is to identify the obstacles and opportunities for implementing smart governance in Iran, with an emphasis on the capacities of digital humanities and their alignment with the religious and legal foundations of the system. The study aims to provide a comprehensive analysis of the current situation and propose strategies to enhance governance efficiency in a digital context. This research employs a qualitative approach based on a descriptive-analytical method. Findings indicate that factors such as a shortage of specialized human resources, weaknesses in legal and regulatory frameworks, and cultural and organizational resistance hinder the full exploitation of digital capacities. Conversely, opportunities such as improving transparency, increasing public participation, and fostering synergy between Islamic sciences and social data analytics facilitate the transition toward smart governance. The study concludes that achieving smart governance in Iran requires an integrative approach—one that relies on technical infrastructure, institutional transformation, and policy revision grounded in Islamic values.
